Abstract

A system of social practices can be built within the territorial community; it is oriented to-wards its reproduction and participation as an active participant in social processes. However, this potential opportunity can be realized only under a number of conditions. Among the most important are: real concern (up to apocalyptic sentiments) about the quality of organization of life and - especially - about the prospects for oneself and one's descendants; presence of a core of activists (leaders) capable o f mobilizing others for constructive interaction; the wisdom o f power to understand the limitations of its own capabilities and the need for social consensus
